1. You can vote every 24 hours

2. Due to cheating in the past Registered Users can not VOTE .. which means when you login you will not be able to cast a vote.
If you want to vote after being logged in, simply log out and vote and then login again

3. Votes for the Top 5 Unsigned list are tallied every Sunday at 11:59pm for the week's total to determine the Top 5 for that week
